With the acceleration of the course of unification of economy on the whole world, the deepening interdependence of the global economic system and the international air transport services cannot be denied. Accordingly, the development of the international air transport liberalization has become a general trend. Ever since the policy of "Open Skies" was carried out, the research on the relationship between the international air transport liberalization and efficiency of airlines has been improved. the research of this area remains to be in-depth for its inaccurate index of the international aviation liberalization. This paper empirically studies the relationship between China's international air transport liberalization and her air transport industrial efficiency during the period of 1991 and 2010.According to the method of the ALI_ index system, this paper measures China's international air transport liberalization index in 1991-2010,which indicate that it is hard to promote reform, throughout the process of open up of China's air transport market in 1991-2010.A study Based on Cross-sectionData of 93 airlines from 41 countries in 2005 uses TOBIT Model to analyze the factors of the efficiency of 93 airlines, which demonstrates that the factor of international air transport liberalization accounts less for the efficiency of 93 airlines in 2005.A Study of the efficiency of China's aviation industry, which is based on Time-Series Analysis, demonstrates that the factor of China's international air transport liberalization accounts much for the efficiency of China's aviation industry in 1991-2010.Two opposite conclusions are drew from Cross-section analysis and Time-Series Analysis, which can be contributed to the inaccurate date about international air transport liberalization index in some countries and regions in 2005.
