Research On The Comprehensive Performance Evaluation Of The State Key Laboratory

As a dual carrier of basic research and applied research,the State Key Laboratory is an fundamental element of the national scientific research base and even of the scientific and technological innovation system..It plays an important role in solving major scientific and technological problems and in raising the level of scientific and technological innovation in our country.The evaluation of the performance of the state key laboratories not only contributes to the long-term stable development of the laboratory,but also an important way for the state to understand the development of the laboratory.Based on a large amount of literature accumulation and scientific theories,this paper analyzes the development status and evaluation rules of the state key laboratories at the present stage and finds out the existing problems.Based on the four dimensions of customer,finance,internal process,growth and development of the BSC and the summary of the existing evaluation indicators,a set of input-output performance evaluation index system is set up in line with the strategic development of the state key laboratory.The analytic hierarchy process,entropy method and data envelopment analysis are used to establish the DEA evaluation model based on entropy-AHP.On this basis,this paper selects nine state key laboratories in a certain field,and calculates the relative efficiency of the second-level indicators of state key laboratories using data envelopment analysis.By using analytic hierarchy process and entropy method,the subjective weights and objective weights of the four levels of the BSC were calculated respectively.Finally,the comprehensive performance results of all the laboratories were obtained.Relevant suggestions were put forward for the development of key national laboratories in the future.
