The Study Of China Think Tanks Participating In Governments Public Policy

The formulation of the government's public policy is related to the economic and social aspects, the quality of the policy itself directly determines the effect of the implementation of the policy. The think tank is a special study of government policy and the development of policy to provide advisory organization, the role of effective play can enhance the government's scientific and effective policy formulation. In particular, the think tank group is more flexible organizational structure, ideas and ideas more independent of the folk think tank, in government policy formulation process often has a unique effect. However, for a long period of time, the existence and role of the folk think tank is not effective attention, whether it is their own development or participate in policy development, there are many problems.January 2015, the CPC Central Committee General Office and the State Council issued the opinions on strengthening the construction of a new think tank with Chinese characteristics. Since then, the domestic folk think tank has been a booming trend. Some people think that the private think tank has ushered the best opportunity in history to develop. Nevertheless, there are still so many problems exist for domestic non-governmental think tank in participation in the government public policy. This paper tries to from domestic non-governmental think tank in policy analysis and foreign experience reference method to study the folk think tank in specified by the government's public policy, and tried to find a more scientific countermeasures and ways.In the structure arrangement, this paper from current situation of the development of think tanks in private hands, from folk think tank, its management and participatory policy making two aspects of the problem are studied; then of foreign non-governmental think tank in the development and management experience for reference, I hope by the folk wisdom library of the most developed countries, American folk think tank experience comparison and reference to provide corresponding train of thought and method for our country folk think tank; in research at the end of this paper, from the multiple perspectives proposed Chinese folk think tank in government policy making countermeasures and ideas. Hope that through the above research can provide reference for the development of China's folk think tank, but also for the government's ability to manage and improve the level of governance to make their own contribution.
