The Path Of China's Social Think Tanks Participating In Public Policy Formulation

The research of social think tank is a brand-new subject.Since the eighteenth Congress of the CPC,due to the realistic needs of scientific development and social governance,and the requirement of dealing with the complex international situation,it is necessary for China to build a new think tank which needs to suit Chinese national condition.In recent years,Chinese Communist Party and our country have issued a new series of top-level designing measures to strengthen the think tank with Chinese characteristics.And new types of think tank with Chinese characteristics have accelerated the pace of development and ushered in the best period of development and expansion especially the relatively weak and small think tanks with independent,public,civil and the third party nature,which has become an indispensable and important part in building a new think-tank with Chinese characteristics.It is helpful to take effective measures to lead the social think tanks to participate in public policy-making which can make it more scientific and democratic and boost the country's soft power and national administration.Therefore,it has important theoretical and practical significance to research the path of social think tanks in public policy development.Social think tank is a part of the new think-tank with Chinese characteristics,and it is also the non-profit community organization with the aim to servicing Party and government's scientific,democratic and legal decisions and researching the public policy.And self-financing is its main funding source.Social think tank's participation of public policy making is helpful for remedying the deficiency of think-tank functions within the system.It is also useful to express the public's true interest and improve the operation of policy options and raise the scientific level of public policy-making.The existing route of social think tank's participation of public policy making plays advisory functions.However,still restrained by the existing institutional inertia,social think-tank cannot play its functions completely.This paper is designed to optimize the path of social think-tank's participation in public policy development,which enables the think tank play the advisory role better and make contributions to promote the science and democracy of public policy making.
