With the rapid development of Chinese society and the advance of the urbanization process, the problems of global warming increasingly come out and air contamination is also getting more and more attention. Therefore, Chinese governments are trying solving those problems and are committed to develop a sustainable harmonious society. At the 18 th CPC(Communist Party of China) National Congress, ecological civilization construction was firstly written into the party's constitution and placed on the prominent status. Since 2008, the issues, Including developing new-energy vehicle, saving energy, reducing emission and improving environment, have been always mentioned in reports of NPC&CPPCC(the National People's Congress& Chinese People's Political Consultative Conference).Regarding to the extension policy of new-energy bus, the researches on the execution mode, advanced path and improved achievement can be helpful for optimizing the consumption structure and decreasing the air pollution.This study takes promotion policy of the new-energy bus in Guangzhou as the research object. With the theories, namely “the top to bottom implementation mode”, “the bottom to top implementation mode”, “integrated execution mode”, “4E implementation evaluation standard” and “Smith policy implementation process model”, this study tries solving the following problems. Firstly, new-energy bus promotion policy in China and Guangzhou is combed, and value presupposition for Guangzhou new-energy bus promotion policy is made using 4E;then,feature generalization and pattern analysis to Guangzhou new-energy bus promotion policy are made, the effectiveness of policy implementation and research results are evaluated using 4E standard, the results of empirical research as well as mathematical statistics data, the reasons of problems are also analyzed according to the evaluation results; besides, regarding to the existing problems and reasons of new-energy bus promotion policy, we present new solutions “four dimensional linkage policy implementation mode” for Guangzhou new-energy bus promotion policy, which is based on the fully understanding of integrated execution mode and the “Smith execution processmodel implementation process”.Here come the conclusions after theorizing and empirical analyzing.Firstly, since new-energy bus promotion policy in Guangzhou has the following features:1) full discretion;2) policy implementation is affected by many factors;3) policy implementation is related with policy making, it can be seen that the Guangzhou new-energy bus promotion policy is employing the mode from the bottom to the top.Secondly, under the 4E standard level, this mode is not economical, less efficient,unfair and it didn't reach the preset value. The main reasons for these problems are different from each other but overlapping each other, which manifest that:1) inadequate government support;2) the lack of specialized agency;3) the lack of monitoring and evaluation mechanism;4) immature new-energy bus technology.Thirdly, to solve the above-mentioned problems, this study presents a new implementation mode, a four dimensional linkage policy implementation mode for Guangzhou new energy bus promotion policy. By raising the attention of policy makers to this field, making innovation in service and management style of policy implementation subject, guiding policy target group to change the concept of operation, encouraging to increase technological innovation in the technology environment of policy implementation,this implementation mode may make the effect of Guangzhou new-energy bus promotion policy reach the preset value.
