Sdudy On Evaluation Of Energy Saving & Consumption Reducing Policy Effectiveness

With the popularization of the concept of ecological civilization construction and green development,the importance of resource saving and environmental protection has been increasingly highlighted.Consequently,China's governments have enacted a series of energy-saving & consumption-reduction themed policies.In this regard,it is of great urgency for G district government to promote energy saving & consumption reduction for the purpose of promoting sustainable economical and social development in the context of the new normal economy.During the 12 th “5-Year Plan” period,the energy consumption per unit of GDP in G district decreased by 23%,with successful fulfilling the given energy-saving objectives prescribed by Guangzhou municipal government.With high acceleration of the industrialization process and continuous upgrading of the energy consumption structure,G district's energy demanding has been growing rigidly,meanwhile,the related resources and environmental constraints have been increasingly strengthened.Thus it is estimated that the energy saving situation in the 13 th “5-Year Plan” period will be confronted with more challenges.On the basis of the achievements attained,G district will lead to a new development path towards both effectiveness and efficiency,accordingly,the energy saving &consumption reduction policies will be more comprehensive and more dynamic.For this reason,the energy saving & consumption reduction policies will be targeted as one of the primary tasks of local government during the 13th“5-Year Plan”period.With the theoritical framework of sustainable development and public policy implementation,this paper pursues a case study of G district of Guangzhou by means of mixed using the literature research,comparative analysis,quantitative analysis methods,to go further,it tries to analyze the local government's actions and their rationales from the perspective of government behavior,by reviewing the status quo and the deficiencies in the practice.In addition,related experiences home and abroad are summerized for references.To sum up,the paper proposes a series of coutermeansures for improving government's performances in energy saving and consumption reduction,including but not limit to establishing “government-led,enterprise participation”mechanism and intensifting law enforcement oversight and related accountability.
