Study On The Implementation Effectiveness Of Mass Entrepreneurship And Innovation Space Policy

At present,our country is in the tide of "mass entrepreneurship,mass innovation ",the introduction of relevant national policies to further stimulate the vitality of innovation and entrepreneurship,the space for mass entrepreneurship as a comprehensive innovative entrepreneurial service platform came into being.The study on the implementation effectiveness of mass entrepreneurship and innovation policy is a test of policy effectiveness,which can measure the value of existing mass entrepreneurship and innovation policy and provide reference for the continuous adjustment of policy,which has great theoretical and practical significance.Firstly,this paper reviews the theories of policy evaluation and maker space,the theory of mass entrepreneurship and innovation policy evaluation at home and abroad,and the related research literature of maker space.In view of the deficiency of content text analysis and implementation effect evaluation,lack of research on the subject of maker space,this paper puts forward the research.This paper studies the effectiveness of mass entrepreneurship and innovation policy implementation by combining the process perspective with the result perspective,analyzes the influencing factors from formulation,implementation to effect feedback according to the process of policy effectiveness,and selects the indicators related to the effectiveness of mass entrepreneurship and innovation policy implementation from the influencing factors through questionnaire survey.The performance evaluation system of mass entrepreneurship and innovation policy is constructed from four aspects: policy formulation,policy implementation,policy feedback and policy benefit.On the basis of expounding the connotation of each index,the qualitative index and the quantitative index are treated by different methods respectively,and the qualitative index is divided into five grades according to the connotation of the index.The quantitative index adopts the utility value method modified according to the rank to eliminate the dimension difference to obtain the final standard value,then uses the analytic hierarchy process to determine the weight of each qualitative and quantitative index,and uses the comprehensive evaluation method based on the linear weighting theory to determine the final evaluation value.Finally,on the basis of analyzing the present situation and mass entrepreneurship and innovation policy of Tianjin,we collect the data of Tianjin and put them into the index evaluation system use the comprehensive evaluation method to evaluate the performance of mass entrepreneurship and innovation space in Tianjin,and further analyze the problemsexisting in the implementation of mass entrepreneurship and innovation policy and the main policy needs of mass entrepreneurship and innovation,and put forward some suggestions to improve the policy system of innovation and entrepreneurship and innovation,improve the coordination and implementation of policy implementation,strengthen the environmental construction of innovation and entrepreneurship policy,and establish the optimization mechanism of policy follow-up supervision and evaluation.At the same time,it also verifies the rationality and effectiveness of the evaluation system of mass entrepreneurship and innovation policy implementation,and puts forward the future research prospect.
