On The Construction Of The Third-party Supervision Mechanism Of Government Procurement In Guangdong Province

Government procurement as an institution that benefits to the national economy and people's livelihood,since introduced it has make great achievements.Throughout the 20 years in the development of the government procurement institution, frequently exposed problems also are not allow to be ignored. To ensure that this institution is strictly implemented, government procurement market can be operated healthily and orderly and the function of government procurement policy can be taken seriously, which largely rely on the effective implementation of the government procurement. So a set of all aspects, multi-level and design scientific and effective government procurement supervision mechanism is very important. However, the government procurement supervision mechanism in the process of actual operation, exposed many problems, not only more and more questioned by the public, but also limits the government procurement system as a system arrangement it is the political, economic and social functions.In this article, through combing the domestic and foreign scholars on the research of the government procurement supervision mechanism and based on the current government procurement supervision mechanism of Guangdong province, analyzed its structure and existing problems, put forward building the third-party supervision mechanism in order to improve the existing government procurement supervision mechanism,and hopes to break its existing predicament, find out a road to creat a more effective supervision.The main content of this paper is divided into six chapters. The first chapter is the introduction part,which mainly introduced the research background, research significance, research ideas, research methods, research contents and innovation points and the limitation of this article. At the same time it introduces the related concepts of the government procurement supervision mechanism, and the third-party supervision mechanism proposed in this paper are defined. The second part is the theoretical part, firstly introduced the domestic and foreign research related to the government procurement supervision mechanism, and put forward the author's view; Secondly introduces the polycentric governance theory and the third-party governance theory, analyse the feasibility of building third-party monitoring in theory.The third-part is an overview on the current status of the government procurement supervision mechanism in Guangdong province, including the government procurement agencies setting, system construction, supervision mechanism composition and the existing problems of government procurement supervision of Guangdong province. The fourth chapter is the framework design of the third-party supervision mechanism of Guangdong province, including the simple analysis of the institution setting and the necessary conditions of supervision operation. The fifth chapter is about how to play a role in the third-party supervision mechanism and puts forward several targeted operable countermeasures. The sixth part is a simple review and summary of this article.
