In consideration that resources are distributed unevenly around the world, airlines can't have all the resources, especially the network resources. Establishing an alliance and taking cooperation is the primary method for airlines to expand business scope and enrich air route networks. Among them, partner selection and collaborative product designing are key factors influencing cooperation effect.In this paper, firstly, the reason of establishing airline alliances is discussed, the characteristics of both traditional airlines and low-cost carriers are analyzed, and matters needing attention on cooperating with low-cost carriers are raised. Learning management and risk management are analyzed; Secondly, a partner selection decision-model based on DEA and grey correlation analysis is proposed. Evaluation index system is established. DEA is used to get potential partners of high efficiency for further analysis. Grey correlation analysis is used to determine the final partner. Lastly, airline collaborative product designing model, scoring model, and evaluating model are developed. SQL Server and ACCESS are used to establish computer system. Both the efficiency of potential partners and cooperation products' competitiveness are taken into consideration, and based on that, collaborative product is analyzed.
