The Research On Seeking Out The Ways Of Solving The Working Problems Of The Rural Left-Behind Labor In Jiangsu Province

In recent years,the increasing of living cost and the urban unemployment rate leading to the decreasing of expected income in the urban of the rural labor force,and now,rural labor forces would include the cost of labor transforming into the budget.Because of the theory of family division of labor,more and more rural women and the elderly would stay at rural areas,as well as some some old labor forces abandon their hard jobs in the urban and return to rural areas.The increasing of rural left-behind labor forces increasing the employment pressure in rural areas.This article uses the conditions of rural left-behind labor force in Jiangsu as a typical case,and based on Marx's theory of division of labor,and draws Becker's theory of family division of labor and Todaro's theory about population mobility,analyzing the causes of rural left-behind labor force in Jiangsu Province and clarifying structural features of the rural left-behind labor force.At the same time,using the theory of family division of labor and social division of labor to analyze the effect of the rural left-behind labor force is positive or not.Then this paper will research factors which influencing rural left-behind labor forces' employment and explore the ways which could make rural left-behind labor force bring more positive effects to rural areas.The existence of rural left-behind labor force has positive effects on the development of rural areas.The women and the elderly who stay at rural areas do good to the development of the local development among the rural left-behind labor forces.The women mainly responsible for their children's education,caring for the elderly as well as to engage in agricultural production activities,they have positive effects to family stability;and the elderly would help to reduce the pressure of their migrant children,they do good to the development of rural areas.This part of the rural left-behind labor forces in favor of the healthy development of rural society.The government of Jiangsu should take appropriate measures to provide a better environment for these people.This paper put forward some suggestions to these people such as promoting the development of rural cooperatives,developing vocational education and skills training in rural areas and promoting the popularization of rural old-age service agencies.The existence of rural left-behind labor force has negative effects on the development of rural areas.Since the increasing of rural left-behind labor forces,some of them have a lot of free time,they have nothing to do which affecting the stability of rural society,it does bad torural society.For this part of rural left-behind labor forces,this paper makes some suggestions such as promoting the development of agricultural industrialization vigorously and developing the local tourism to solve the employment problems,at the same time,according to their characteristics,this paper proposed to promote the development of flexible employment,it can make good use of their free time,it does have positive effects to stability and development of rural society.Finally,through researching the employment of the rural left-behind labor forces in Jiangsu Province,proposing some suggestions of expanding the employment ways for the rural left-behind labor forces in Jiangsu Province,in order to give full play to the human resource advantages which the rural left-behind labor forces bring to rural society.
