Rapid economic development and increasing demand for energy are putting environmental resources under pressure, since reform and opening up in China. As the major energy resources, the exploiting and utilization of coal, oil and natural gases caused permanent damages to soil surface, and inevitable destructions and wastes of soil resources, especially during the mining process of open-pit coal. In Shanxi province, China, the exploiting of mineral resources are more likely to cause damages, due to water deficiency, water and soil erosion, and fragile ecology. Therefore, a green and low-carbon mineral resources mining system should be developed for protecting eco-environment, guaranteeing the demand of industrial and arable land area, and preventing the wastes of natural resources. Based on the development and utilization of mineral resources, this study summarized and analyzed the concept and connotation of comprehensive land utilization. With rational layout, structure optimizing, recycled use, and environmental friendly as the main idea, the objective of this study was solving the problems occurred during different stages of mining(eg. Planning before mining, disturbance during mining, and recovery after mining) combined with the local characteristic of ecological environment characteristics in Shanxi Province. Therefore explored a method for intensive use of large open mines, to solve the contradictions contained in the process of mineral resources mining. This method can minimize the damage of mining, reduce the destruction of soil and ecology, and recover the mine eco-environment, to protect the local ecology and the land use value.Using the three major opencast coal mines which had been mined in Pingshuo as objectives, this empirical research is mainly to study and summarize the internal and external of three major opencast coal mines, in order to understand the current plan to renovate and recover mining area environment. Then reconsidered the design of discharge field, and the plan of land use, especially investigated the effect of recovery condition after mining on subsequent land use, for gaining more arable land, and achieving an environmental-friendly mine exploiting system.
