Municipal engineering is the urban infrastructural project of China. Urban construction and development rely on municipal engineering whose quality has significant and direct influence on urban development, living quality and social economic progress, which request to enhance municipal engineering administration and pay attention on municipal engineering enterprise development. The market competition, which municipal engineering enterprise development depends on, has been gradually transferring to human resource competition. Only establish a high-quality human resource team can municipal engineering enterprises survive and develop in social economy to. And one of the key point to build the team is human resource training and development which requires enterprises have new human resource training and development conception, strengthen training and development and provide more completed supplies, to preserve and increase the value of human resource. As the main force of urban construction, National municipal enterprises, who take the responsibility of urban construction, have gradually transferred from traditional labor-intensive enterprises to more professional-skilled technology intensive ones. Therefore, it affects significantly on national municipal enterprises that improved training and development system guarantees the human resource team construction.The thesis, based on human resource training and development basic theory, analyzes the features of human resource training and development in municipal engineering industry, such as dynamic feature, professional feature, pertinency feature, etc, by studying documents, interviewing, example analysis and other researching methods. Considering the flexible effect of municipal engineering industry on human resource training and development and on human resource structure, the thesis takes H Company human resource training and development as example, introduces the basic condition of human resource and the current status of training and development in H Company, and points out the confronting problems and the reasons of human resource training and development: from the system view, municipal enterprises cannot set corresponding training and development system according to enterprise strategies; from the operation view, human resource system is not reasonable. Further, the thesis suggests the measures for improving the national municipal company human resource training and development and advises the framework the national municipal company human resource training and development based on professional ability from the innovation ideas. Otherwise, the thesis also proposes, according to human resource training and development innovation concepts, to improve and establish complete and reasonable human training and development system (Training and development demand analysis, training and development plan setting, training and development conducting, training and development assessment). The thesis analyzes human resource training and development work and rises practical improvement measures.
