BACKGROUNDSince the 1990s, great changes have taken place in population age structure in China, which has brought increasingly serious ageing problem. And at present our country is in the long term, in the primary stage of socialism, the per capita GDP is still in the world after 100. Obviously,we are now in the acute period called "not rich first old".That is accompanied by the extension of life expectancy, population bring-up ratio increasing.Besides,the work starting age is generally delaying, human resources investment payback period is shortening,demographic dividend advantage will disappear in around 2015.The current retirement system is no longer appropriate. In addition, the low legal retirement age lags behind the reform of endowment insurance system, which has resulted in huge challenges to the financial sustainability of endowment insurance system.Population structure changes prompt policy makers and academic circles begin to concentrate on our retirement system. The extension of legal retirement age is at the heart of the retirement system adjustment. From the year 2003,the ministry of Labour and Social Security began to research on retirement policy reforming in our country,and decided to delay legal retirement age step by step.Since the 1990s, the western countries have already realized that the aging problem has brought the country's endowment insurance system huge pressure,which will prevent it's sustainable development.PURPOSEThe purpose of this study is to analyze the existing successful experience of Japanese, German and Swedish retirement system reforming.Then put forward advices combined with Chinese national conditions.This paper has carried on the literature induction summary at home and abroad of retirement system adjustment. Also has introduced the historical evolution of Chinese retirement system, defined the concepts of retirement.And has established the theoretical framework for of reference of international retirement system reforming experience.MAIN CONTENT AND OPINIONIntroduction. This chapter firstly introduces the research background and the research purpose.Then states about the research methods and contribution & deficiency.Chapter 1. This chapter is literature review.Chapter 2.This chapter is about the retirement system reforming background of Japan, Germany and Sweden,which introduces from three aspects:population background,economic background, political and cultural background.Chapter 3. This chapter is the key part of this article,which states the retirement system reforming measures and experience of Japan, Germany and Sweden.Chapter 4. This chapter introduces the background of Chinese retirement system reforming.Chapter 5. This chapter is the advice for Chinese retirement system reforming.The writer has combined Chinese national conditions with the experience of Japan, Germany and Sweden.POSSIBLE INNOVATIONIn this paper, the possible innovation is as follow.First, In this paper, the writer has reviewed a lot of articles and research on the basis of retirement system reforming.Mainly states about the measures and experience of Japan, Germany and Sweden for reference.Second, this paper especially emphasizes the implementation of the flexible retirement policy ideas on the basis of international experience.Besides,this paper emphasizes the corresponding measures of the labour market and pension system should be reasonable arrangement to coordinate with retirement system reforming.The idea is certain noveltyThird,this paper has raised reasonable advice for Chinese retirement system adjustment on the basis of international experience.
