| Recently,Our Party Central Committee and State Council decided to promote Shanty towns renovation project all over the country,the aim is to improve the livelihood for one hundred million people.However,in the Shanty towns,there are many poor families have the problems of housing shortage,low income,out-dated thinking,serious family conflict,frequent movement and Housing property rights.Once the rebuilding starts,many potential historical and practical problems will concentrate outbreak,people have to face private interest and public interest,legal and illegal claims.Violent demolition and relocation with overnight rich occurred at the same time,Petition case and court case frequently happen.Which have wide social influence and high people attention.Therefore,the rebuilding of Shanty towns will bring huge opportunity,challenge,and risk for owners,government and society.How to promote the rebuilding smoothly is a Major issue.As we know,the housing demolition is very difficult for government,especially in the Shanty towns,which need deeply research.As the selected topic of this article,No.62 Shanty town in Longquanyi district,Chengdu has the same background but different characteristic.This is a settlement community built by government.From 1992 to 2015,people lived in No.62 Shanty town experienced the progress of compensation and resettlement,replacement relocation,simulated relocation.They felt the revolution of Land Management Law,Housing units Ordinance,Regulations on the expropriation and compensation of houses on state owned land.Which are typical and representative.How to success from the example of the rebuilding,No.62 Shanty town will provide inspiration for other Shanty towns.This paper first introduced the Shanty towns renovation project in our country,analyzed of the current difficulties,and descripted the history,development and main characteristics.Secondly,the paper detailed discussed simulated relocation of No.62 Shanty town,emphasized the old and new public management theory to democracy at the grassroots level,precision poverty alleviation and property right protection.And last,there are three points from this paper.First is to stimulate the potential of the people based on democracy at the grassroots level;second is to protect private property rights based on simulated relocation;third is to solve people's worries based on precision poverty alleviation. |
