A Study On The Predicaments And Countermeasures In The Practice Of Precise Poverty Alleviation At The Grassroots Level

In November 2013,Xi Jinping first put forward the concept of precise poverty alleviation during his expedition to Western Hunan.He asked that "poverty alleviation should be realistic and suit local conditions." We must avoid poverty and shout slogans,nor set high goals.Subsequently,the General Office of the Central Committee of the Communist Party of China issued the Circular on the Opinions on Innovating the Mechanism for Solid Promotion of Rural Poverty Alleviation and Development,and the State Council issued the Circular on the Issue of the Implementation Plan for Establishing a Precise Mechanism for Poverty Alleviation,and the Circular on the Issue of the Program for Filing and Establishing a Card for Poverty Alleviation and Development.Work has officially entered a new stage of precision poverty alleviation.Accurate poverty alleviation has transformed China's poverty alleviation path from "flooding irrigation" to "precise drip irrigation".The use of poverty alleviation resources has changed from diversification to overall planning and centralization.The pattern of poverty alleviation and development has changed from "blood transfusion" to "hematopoiesis".In recent years,in accordance with the requirements of the Central Committee and the local conditions,various parts of the country have actively explored,established and practiced precise poverty alleviation programs and measures.These programs and measures have achieved great results in helping rural residents out of poverty and promoting rural economic and social development,but some questions have also arisen in the process of practice.Grass-roots undertakes the basic work of precise poverty alleviation,and its unique position of direct docking with the target of poverty alleviation determines its importance in precise poverty alleviation.The achievements and experiences of the grassroots units in precision poverty alleviation,as well as the problems and causes in precision poverty alleviation,are worth summarizing and studying.Based on the description of the practice process of precise poverty alleviation in Danling Town,Danling County,this paper makes an in-depth study of the practice and effect of precise poverty alleviation at the grass-roots level by using the multi-dimensional poverty theory and the participatory poverty alleviation theory,finds out the predicament of precise poverty alleviation policy at the grass-roots level,and puts forward effective and feasible countermeasures and suggestions.All over the country provide positive practice and exploration for precision poverty alleviation.
