| The circulation industry is a carrier that undertakes the function of commodity exchange and an indispensable link in the process of social reproduction.It plays a role in guiding economic restructuring,meeting consumer demand and developing consumption potential.The circulation industry cluster refers to the concentration of a large number of similar business or related circulation enterprises in a certain area.With the information advantage in the cluster area,the division of labor among enterprises is deepened to form a perfect division of labor system within the cluster area,so as to promote the development of the circulation industry.As an old industrial base in China,Northeast China’s economic transformation is relatively slow.Although the proportion of the tertiary industry continues to increase,there is still a gap between the development of the circulation industry and that of the developed eastern regions.In April 2022,the Central Committee of the Communist Party of China issued the Opinions on Accelerating the Construction of a National Unified Market,proposing to continue to promote the efficient and smooth domestic market and scale expansion,give play to the scale effect and agglomeration effect of the market,remove the institutional and institutional barriers that hinder the market-oriented allocation of various production factors and the circulation of goods and services,promote the construction of a modern circulation system,and reduce the circulation cost of the whole society.Therefore,this paper takes the circulation industry as the research object,studies the spillover effect of the northeast circulation industry cluster,and puts forward countermeasures and suggestions that are helpful to the development of the northeast circulation industry,which has certain theoretical and practical significance.Based on the relevant literature review and sorting,supported by the externality theory and the location theory of industrial layout,this paper first makes a theoretical analysis of the formation mechanism and spillover effect of the circulation industry cluster in Northeast China,establishes a theoretical analysis framework for the formation mechanism of the industry cluster,analyzes the influencing factors of the circulation industry cluster,and provides a reference for the selection of subsequent empirical model indicators.Secondly,this paper analyzes the overall development of the circulation industry in Northeast China from five aspects:industrial scale,structure,efficiency,contribution to economic growth and modernization level,and measures the concentration degree of the circulation industry by using location entropy,industry concentration,Herfindahl Hirschman index,industry concentration index,etc,And the higher the level of economic development,the higher the degree of agglomeration;This paper also analyzes the spatial correlation among cities from the perspective of space,uses the methods of global autocorrelation analysis and local autocorrelation analysis,calculates the global Moran’s I and local Moran’s I,and finds that there is a significant positive spatial correlation among cities,and most cities such as Anshan,Qiqihar,etc.show the characteristics of low agglomeration,only Shenyang,Dalian A small number of cities with high economic development level in Harbin are characterized by highhigh concentration.Third,based on the spatial correlation,this paper establishes the theoretical analysis framework of the formation mechanism and spillover effect of the circulation industry cluster,and establishes a spatial econometric model to further analyze the influencing factors and spillover effect of the circulation industry cluster.The model results show that,as for the influencing factors of the circulation industry cluster,the regional economic development level,the labor force structure,the level of opening to the outside world,and the informatization all promote the development of the circulation industry to varying degrees.Among them,the regional economic level has the greatest impact on the circulation industry cluster;The impact of industrial structure,urbanization level and infrastructure construction on the circulation industry cluster is not significant.The possible reasons are that the resource allocation in Northeast China is unreasonable,the marginal return decreases due to excessive investment,urbanization and infrastructure construction level fail to meet the needs of the development of the circulation industry,and further urbanization and infrastructure construction need to be promoted;With regard to the spillover effect of the circulation industry cluster,regional economic growth and consumption upgrading are taken as the explained variables,and the circulation industry cluster is taken as the core explanatory variable.A set of control variables are selected accordingly to establish a spatial econometric model to empirically analyze the spillover effect of the circulation industry cluster,and the partial differential method is used to decompose the spillover effect into direct effect,indirect effect and total effect,respectively analyzing the impact of each variable on the circulation industry,The results show that the circulation industry cluster brings about economic growth and consumption level improvement,which has a significant role in promoting the regional economic growth and consumption level.It has a negative spatial spillover effect on the economic growth of neighboring regions,and has no significant spatial spillover effect on consumption level;There is a significant spillover effect among various sectors of the circulation industry,and the wholesale and retail industry,accommodation and catering industry,transportation,warehousing and postal industry have a synergistic development and mutual promotion effect.Finally,combined with the overall situation of the northeast circulation industry development and the results of empirical analysis,the following countermeasures and suggestions are proposed to promote the development of the northeast circulation industry:(1)make full and reasonable use of the circulation industry agglomeration effect.(2)Promote the construction of new circulation infrastructure.(3)Accelerate the integration of circulation resources with urbanization.(4)Promote the digital transformation of the circulation industry. |
