Environment is the basic condition for human survival and development, however, China is a country which has a fragile ecological environment. This paper analyzes the Forest and ecological relationships between poverty in Wuqi country. In summing up the "Wuqi mode", the paper proposes several recommendations on constructing a long-term mechanism to promote eco-poverty proposals in ecologically fragile areas in the northern region.This article is divided into six parts:The first chapter is an introduction. This article introduces the research background, significance, methods, objectives, situation at home and abroad. This chapter, which has use of the ethics, such as sustainable development, ecological economics, sociology, political science and the use of historical analysis, factor analysis, cluster analysis and other methods for analysis.The second chapter is theoretical analysis of the reforestation and ecological poverty reduction. This chapter describes the connotation of returning farmland to forests, the key to returning farmland to forests, the foundation of implementing the Grain for Green Project, the meaning and characteristics of the ecological poverty, the point out of ecological poverty and ecological poverty model. The chapter proposes a theoretical support for the construction of the mechanism between returning farmland to forest and the ecological poverty reduction.The third chapter is about the overall evaluation of benefits since the implementation of the Forest policy in the northern ecologically fragile areas. The third chapter introduces the three climax about Northern region, the characteristics of location, resource and socioeconomic in Northern region, the benefit assessment of the Forest and the ecological poverty reduction.Chapter IV is about analysis of "Wuqi mode" on Forest and ecological poverty reduction. This chapter introduces profiles of the county, introduction and eco-efficiency of the mode, effects on the income of the fanners and analysis of sustainability about it. which has a summary in the effectiveness and problems.Chapter I is about the mechanism for returning farmland to forest and ecological poverty reduction in northern region. This chapter describes the universality of the mode in the northern region, the five required ancillary facilities and conditions about ecological poverty reduction in Northern region, to achieve the target of synchronous growth on ecological, production, coordinated development of life, ecological, social and economic benefits.The last chapter is about the conclusions and summary. Based on the full paper, this chapter summarizes the basic ideas of this article, recommendations policy of ecological poverty reduction in northern and the lack and innovation about this paper.
