The Problems And Solutions Of Land Scale Management In Hilly Area

With the continuous development of agricultural modernization,large-scale land management has become the current development trend of rural land management.It integrates the land contracted by households through land transfer methods,and manages them through appropriate agricultural entities to realize the economies of scale of the land.This approach has greatly promoted the development of agriculture.The large-scale operation of rural land is a systematic project of "three rural issues" and is an important part of the process of promoting the continuous increase of farmers' income,the adjustment of agricultural structure,and the stable development of rural economy.Hunan Province is an important agricultural and grain province in China.However,from the current point of view,the effect of rural land transfer and land scale management is not satisfactory,and many problems still remain.Based on the original research literature and system theory,this article conducts field visits and questionnaire surveys on hilly areas such as Huaihua and Loudi,and conducts a multi-perspective study on the scale of land management in hilly areas.Through sorting out relevant data at home and abroad,it is found that due to the different management methods of land in foreign countries,most of them rely on large-scale land occupation by farmers,and with the strong support of the government,they have achieved large-scale operation of agriculture.In this way,the reference value is insufficient in terms of the vast territory and the complex agricultural lands.Domestically,there is a certain research basis for large-scale land management,but the study on hilly areas is not deep enough.Through the definition of the three powers,land transfer,scale management,and land consolidation,combined with economies of scale theory,sustainable development theory,principal-agent theory,and land property rights theory,the author carried out the issue of large-scale land management in the hilly areas of Hunan Province.the study.With the aid of literature analysis,field surveys,and normative analysis research methods,we studied the current status of large-scale land management in the hilly areas of Hunan Province and found that the special topography and landforms,scattered land,soil damage caused by land leveling,and singleness of industrial structure Issues such as these have a more serious impact on the scale of land management in the hilly areas,and in-depth analysis of the causes of these problems.Based on these researches,this paper proposes countermeasures for the scale of land management in the hilly areas in terms of the principle of appropriateness,management methods,leveling operations,industrial structure,policies,and systems.
