The Research On Pension Security For Landless Peasants Of Anxi County

With the rapid development of urbanization, the demand for the land of urban construction and industrial is increasing. The rural land, presenting the function of the employment and social security, is mostly used by the government. As a result, those Farmers have been called landless farmers. However, laws and regulations and the system concerned are not perfect as well as the construction of social security system. Due to the re employment difficulty of transition, Landless farmers become the new vulnerable groups in the development process of the city, living in a predicament. Therefore, the issue of pension security of landless peasants has become urgent to be solved.This paper selects Anxi County as the research object. To begin with, it talks about the research present situations, including research purposes and significances, then review of the present research stages at home and abroad, and research methods and technology as well as the innovation and features of the paper. Moreover, it defines the connotation of landless peasants old-age security, and the government purchase of public service. It expounds the social security theory, social equity theory and the theory of new public service etc...The comprehensive use of literature research, comparative research, case investigation, are used in the paper. The author visited field in-depth Anxi relevant business units and landless villages to understand the current situation about farmers old-age security for landless peasants and their reemployment. Based on the background and knowledge, it further looks into the practice of Anxi county government purchasing public service. Based on investigation and analysis, the article believes that the current problems in Anxi County landless farmers old-age security include land compensation policy is too single, great disparities in the interior security level. The rural urban pension system of landless peasants and old-age pension system, poor convergence, landless peasants old-age security policy continuity should be strengthened and the function of traditional security must be to performed. The problems are result from unproper the land expropriation system, problem on the landless peasants themselves, the slow process of the social old-age security system, decision-making to be improved by government etc.. from the success stories of the foundation of Jiaxing area and Chongqing area, Chengdu area in China, combined with Anxi local conditions, the paper proposes measures include:improving the pension security system of land expropriation system; absorbing business online advantages to enhancing employment; innovating the insurance system with diversity; promoting the government purchase of public services, improve social security system and so on. The author hope that this paper will provide reference for the government to formulate relevant policies.
