A Case Study Of Xi’an,Changan District On The Problems And Solutions Of Landless Peasants’ Old-age Insurance

With the increasingly rapid development of the economy of our province,landless peasants pension problem has become more prominent.Conflict between economic development and social endowment grows continually.When improving the growth of economy and the development of society,urbanization also makes great impacts on landless peasants by changing agricultural land to non-agricultural land.Thus the landless peasants old-age insurance issues attract widespread attention.As the Capital of Shaanxi,Xi’an leads the development of economy and society in Shaanxi.Xi’an Chang’an is an important area of the city’s rapid economic development.Due to the special geographical location,the urbanization process is very clear here.In the background of urbanization and aging of population,the problem of landless peasants’ Old-age Insurance is not only faced by Chang’an,but also by other cities.This case study can not only improve the healthy development of Xi’an but also provide experiences and suggestions to other developing areas in Shaanxi.Through research,we can find that there are many problems in the old-age insurance of landless peasants in the region,which can be summed up in three aspects:capital treatment,fairness and the way of take part in the insurance.The problems of capital treatment are mainly reflected in the low level of old-age insurance for land-expropriated farmers and the high pressure on the government’s finances.The fairness problems include the difference between the compensation and resettlement standard and the cross-insured problem.The problems of the way of take part in the insurance are concentrated on the lack of public awareness of land requisitioned peasants and the serious polarization of insured personnel.These problems are mainly caused by the old-age insurance policy.What’s more is as one of the peasant problems in the period of rapid social change,the problem of old-age insurance for landless peasants is of great concern to other problems caused by social change and the peasants themselves.Finally,through the investigation of the solution to the problem of old-age farmers in developed areas at home and abroad,this paper summarizes some useful experiences such as value appeal and humanistic care,divides the landless peasants with the age structure,reduces the intermediate links and so on.Put forward effective solution to the problem of landless peasants’ old-age insurance with Xi’an’s current socio-economic development actual situation.
