The local academy of social sciences (lass) is the integrated research institute for philosophy and social sciences, as well as think-tank of local government. In order to transform to Chinese New Think-Tank, the lass should have a team of researchers who possess strong researching ability. Particularly, young researchers are very important to the development of the lass. It is a vital issue for the lass to set up an incentive mechanism based on the fact of human resource management, which can fully motivate young researchers.According to classical motivation theories, the writer takes some young researchers of "S Academy of Social Sciences" as the research object, using the methods of questionnaire survey and individual interview to analyze the young researchers'incentive mechanism of "S Academy of Social Sciences". The writer finds that the mechanism has many problems:motivating methods are not good enough, appraisal and evaluation of scientific research achievements is not reasonable, young researchers'personal growth road is not smooth, material rewards are not proper, organizational culture is poor, etc. Finally, the writer suggests that the solution of above-mentioned problems is:to make and implement the targeted incentives, establish a kind of benefits distribution mechanism which is scientific and reasonable, set up a strict and normative standard of evaluation of one's performance, and pay more attention to personal growth and organizational culture, hi this way, the young researchers will do more contribution to the promotion of local academy of social sciences.
