With the role of Finance in economic development being increasingly important, in 2013, general office of the CPC Central Committee, the State Council promulgated the "opinions on innovative mechanisms to effectively promote rural poverty alleviation and development", in December 7, 2015, the central government issued the" CPC Central Committee and State Council on winning the battle of the decision out of poverty”, to specify the objective of the Rural Poverty Alleviation Policies and put forward a package of financial support for rural poverty alleviation policy for the rural financial support for precision poverty and pointed out the directionGuyuan City which is located in the southern mountainous area of Ningxia is a national liu Pan mountain concentrated destitute poverty area, and also is the old revolutionary area of poverty alleviation extremely arduous task. With the role of Finance in economic and social development in the increasingly prominent, China and foreign countries on how to do the financial support for poverty alleviation and accurate rural poverty alleviation conducted a series of exploration, therefore, taking Guyuan city as the research object demonstrates Financial support for accurate rural poverty alleviation measures in rural areas of Guyuan, with the accurate poverty alleviations the breakthrough point, based on the problem in the analysis, the basis of research and practice about poverty and financial poverty alleviation at home and abroad, unbalanced growth theory, the theory of vicious spiral of poverty and incomplete competition market theory, through the analysis of the poverty of poor counties in Guyuan city.Through the research, the article found that the imperfect financial services system, the lack of credit investment, the imperfect communication and coordination mechanism and so on is the plight of the financial support of rural Guyuan precision poverty alleviation,based on the whole Guyuan city's economic development and poverty alleviation, combined with the practice of rural poverty alleviation accurate financial support in Guyuan City. The problems such as the lifting poverty alleviation standard, improve the rural poverty alleviation difficulty are the challenges of the financial support of rural Guyuan precision poverty alleviation. In view of the above situation, The paper thinks that the game among the local government, financial institution and poor peasant household, adverse selection, conflict of interest and the imperfect system are the basic reasons for the financial support of Guyuan's rural precision rotary dilemma. On this basis, the paper put forward countermeasures and suggestions to the support for Guyuan accurate rural poverty alleviation on the five aspects of dynamic precise management, micro credit pricing, financial services coverage, carbon trade development and improving the environment.
