Research On Local Financial Supporting For Precision Poverty Alleviation

Accurate poverty alleviation is the poverty alleviation strategy identified by China in recent years and will play a central role in the future poverty alleviation work.After decades of accumulation,China's poverty alleviation work has entered the deep water areas of reform,and the difficulty and intensity of work have increased.On the basis of summarizing and drawing on previous experience in poverty alleviation work,Chairman Xi first proposed the major strategic idea of "precise poverty alleviation" in Hunan Province.Since then,"precise poverty alleviation" has begun to enter the public view,and continues to improve and mature,eventually rising to national strategy.With the implementation of accurate poverty alleviation strategy,how local finances optimize and support poverty alleviation have also spread out accordingly.China has set the goal of eliminating absolute poverty by 2020.Under the guidance of this goal,China's precision poverty alleviation has achieved good results.However,in the specific practice of local financial support for poverty alleviation work,there are still many problems caused by actual or historical reasons.Therefore,China needs to continuously improve the content of local financial support for poverty reduction so as to promote China's poverty alleviation steadily.This paper uses the poverty theory and public finance theory and combines the practice of precision poverty alleviation in Ruijin City,Jiangxi Province,to conduct a comprehensive study on the current issue of local finance supports poverty alleviation.This article is divided into five parts:The first part elaborates on the research background and significance of the study.It also summarizes the research on precision poverty alleviation in recent years from the four aspects of connotation,precise identification,the problems and countermeasures in government financial support work in accurate poverty alleviation,and determines the research framework and method of this article.The second part elaborates the concepts and theories related to precision poverty alleviation.It mainly discusses the basic meaning of poverty and related theories involved in this paper.The third part discusses the different historical stages of the local financial support for poverty alleviation,including the poverty alleviation phase under the reform of rural economy,the large-scale development-oriented poverty alleviationaimed at poor counties,the poverty alleviation phase aimed at poor villages and the precise poverty alleviation phase.The fourth part discusses the current situation and existing problems of local financial support for poverty alleviation,and combines the practice of Ruijin City to analyze existing problems,finds that factors such as “information closure,unscientific poverty measurement mechanisms,financial support measures do not match the needs of poor subjects,and conflict of interest under commissioned agency” are the main causes of the problem.The fifth part combines the causes of existing problems of local financial support for poverty alleviation and gives policy suggestions on how to optimize the work of financial support for poverty alleviation from the investment of financial poverty alleviation funds and supervision and management mechanism of financial aid funds...
