Along with country's speeding up of the developing policies of Electronic Commerce,Rural Electronic Commerce across the countryside have started booming under the guidance of farming e-commence. The development of the e-commerce in Agricultural special products of Baoji has started since 2013. The government of Baoji has adopted a series of measures to achieve the top-level design. Government has published documents to promote the development of e-commerce. Until present,13 counties have responded to the implementation of policy. The development of electric business in agricultural and special products to is in full swing. In 2015, the Baoji city's e-commerce transactions reached 16.8 billion Yuan.Agricultural e-commerce transactions reached 370 million Yuan, being 8% of the total retail sales. E-commerce in Agricultural special products has become a new engine for Baoji agricultural industrial structure.We traveled the three District of and nine counties of Baoj and investigated more than 50 relevant units, 100 typical agricultural e-commerce enterprises, large professional cooperatives, more than 1000 professional farmers participating in training courses on e-commerce, the youth with entrepreneurial aspirations of society and e-commence employees and so on. The content of survey covers the network Operation and Development Status, and the problems of Baoji Agro- products. Through research we found that agricultural products are in No.2 online trading products in Baoji, living the second in agricultural products online trading of Shanxi Province.At present, Baoji municipal governments and the counties have established e-commerce strategic planning and the implementation to promote the development of electronic commerce of agricultural products. Trading varieties and the number rise rapidly. The increasing number of participants promotes the development of e-commerce platform construction. Baoji has built a unique mode of agricultural power with the characteristics of agricultural products.Today, the main trading modes of agricultural products in Baoji have C2 C, B2 C and O2 O and group buying and other modes. However, there are still a lot of problems in the development of electronic commerce in rural areas,such as the government's awareness of the existence of business, network infrastructure, lack of the talents, shop operators, logistics and distribution, product quality, lack of funds and other issues. The integration capability ofsupplying chain resource is poor. This paper deeply analyzes the reasons of the problems in the development of e-commerce of agricultural product Baoji. The main reason is the environment, capital, technology, talents and other aspects. The reason of talents and technology is the most important factors that influence the development of e-commence of Baoji agricultural product.Through the analysis of the problems and the influencing factors, we leant from experience of operation mode at home and abroad and assisted with typical cases. And after analyzing five kinds of electricity business operation models and four operation promotion ways, we hope to find a suitable operation mode and promotion way for Baoji. Through the research, the paper puts forward some feasible countermeasures and suggestions. We should be led by the government to jointly optimize the four levels of rural electricity business environment. Through combination training of internal, external and school enterprise,we can train comprehensive e-commerce talents. Through the integration of resources, the integration of supply chain integration business service system can be optimized. Taking the combination of online and offline promotes the diversification of network promotion.
