Human resources staffing is one of the core content of human resource management.Through matching job responsibilities to the most appropriate people to combine human and material resource scientifically and effectively,and to further develop the effectiveness of existing human resources to finally achieve business benefits.State-owned scientific and technological enterprises not only have the general characteristics of science and technology enterprises,but also have the characteristics of state-owned enterprises.And they also have lots of pressures such as facing fierce competition,relatively thick administrative color,limitation of increasing human resource.These factors lead to the staffing can not be applied to other business practices,and must do some adaptation.Therefore,discussing the state-owned high-tech enterprise human resources staffing has become an urgent need to study.The paper uses case study method and chooses state-owned science and technology enterprises ZH for the study,analizing its characteristics in human resource staffing and disadvantages in it to put forward the views of the corresponding optimization decisions.The paper explains the state-owned science and technology human resource staffing decision scheme and recommends starting from the actual needs of enterprises,following the principle of staffing of human resources,Improving recruitment quality,improving the training system,improving promotion and quit mechanism,establishing various types salary system for employees and staff flow mechanism.Meanwhile,supporting the implementation of staffing needs to have the matched methods,i.e,from organizational structure,management systems,corporate culture and multi-sector coordination mechanism aspects to make a connection to realize the state-owned high-tech enterprise human resource staffing max optimization.The paper puts forward that the staffing of human resources of ZH company should optimizing job system,widening external resources and internal cultivation of core talents,and establish the matching performance and incentive scheme,at the same time using information management system.The decision-making suggestions and conclusions of this paper also have reference value to the staffing of the similar state owned scientific and technological enterprises.
