| Wind energy is clean and renewable, and play an important role in energy conservation and emission reduction, the whole "Twelve-Five" period the country went to develop wind power boom, particularly in Yunnan province, the rapid rise of wind power, has made a great contribution to socio-economic development.However, in March 2013, provincial regulators had suspended the construction of wind power projects in the province, stopped approval of new projects, wind power construction in Yunnan province broke off, causing huge losses to the enterprise. It is understood that the wind turbine project put on hold due to construction project may cause serious damage to ecological environment and affect social stability. Construction of administrative examination and approval authority on wind power projects, "one size fits all" Science of public decision-making, as well as wind power project construction in the process of social stability risk and what is worthy of further study. Typical case analysis in this paper, from the master filial piety wind power project-building demolition, compensation and rehousing, construction on the surrounding environment, such as a series of factors that may lead to social stability risk analysis of potential of risk management measures, study the risk level of implementation measures.Study concludes:first wind power project construction in Yunnan in the process of risk factors affecting social stability, but with lower risk levels, impact is small; second, the various risk factors through the development of plans, strengthen management, risks can be resolved, does not cause mass incidents; third, Yunnan province, relevant departments should be orderly wind power projects should not suspend all projects or approval.Results for resolving construction wind power project in Yunnan province in the process of risk factors, improve risk management, reducing the risks of social stability in the process of building, provide basis for public administrations to promote wind power project construction and construction harmonious socio-economic development, it is a certain reference value. |
