Tibet Airlines Ltd. Co. is the first airlines around the world, who bases at high altitude airport. Since the inauguration in Jul of 2011, through 5 years of safe and stable development, the assets of Tibet Airlines have already exceeded 10 billion. With 17 A319/A320 and 1 A330 aircrafts, Tibet Airlines has developed high altitude operation network based on 2 core cities, Lhasa and Chengdu, covering all the high altitude flight routes in Tibet region. As the avenue goes up to one new peak after another, Tibet Airlines continues to have the biggest market share of civil aviation in Tibet region. Although Tibet Airlines has made great progress, its development is still limited by regional economy, fleet expansion speed, and international air traffic rights. Tibet Airlines needs to broaden development space and launch new flight routes to create new drivers of profit growth. Conforming to 'the Belt and Road' initiative and the requirement of 'to become main force to cover regional area, connect mainland and south Asia, and build western aviation highway' from Tibet Autonomous Region Government, Tibet Airlines has chosen to establish Himalaya Airlines in Nepal, where lies abundant air right resources. Nepalese aviation is underdeveloped. The market competition and transport capability are insufficient. The establishment of Himalaya Airlines frees Tibet Airlines from all the limits, including international air right. Tibet Airlines has made Nepal as the extension and supplement to its development to connect south, south-east and west Asia, and also the complementary to Tibet Airlines develop strategy to achieve the goal of 'based in Tibet, developing Tibet, connecting mainland and south Asia'.This paper firstly provides the introduction of the subject background and the basic idea of the paper. Then through various aspects of economy development and civil aviation market demand, structure and competition, the paper analyzes the external environment for the development of Himalaya Airlines to find the opportunities and threats that Himalaya Airlines is facing. After that, through aspects of operation and management system, human resource, and technical management, the paper analyzes the internal environment for the development of Himalaya Airlines to find the strengths and weaknesses that Himalaya Airlines has. At last, via SWOT analysis, this paper scientifically, thoroughly and systematically studies the strategic environment, strategic positioning, and strategic objectives of Himalaya Airlines. The paper clarifies the develop strategy, strategic positioning and strategic objectives of Himalaya Airlines. Develop Strategy:Himalaya Airlines should use its own strengths and the strengths from cooperation with Tibet Airlines and seize the opportunities from'the Belt and Road'initiative and Nepalese aviation development. Strategic Positioning:Himalaya Airlines should be an international airlines, based in Nepal and south Asia, facing Asia and Europe. Strategic Objectives: Himalaya Airlines should become a first class in south Asia, industrial leading and world famous airlines.
