As the developments of the economies and the coming of the global competitive markets,the air transportation industry presents a high-speed development firstly in world wide.The air transport markets increases rapidly in China,and the domestic airlines just realized the enterprization.Facing the challenges from the bigger overseas airlines,the domestic airlines have to change their traditional management modes.In the domestic and overseas market situation,the great change brings the heavy pressure and challenge to CE Airlines,also,the great chances of developments.First this paper expounds the basic theory of the enterprise competitive power.Secondly this paper introduces the domestic and international theories and valuations of the enterprise competitive power.According to the actual situation of CE Airlines in Xi'an markets,this paper analyses the inner and outer operating environment,and finds out the advantage and disadvantage of CE Airlines,also the chances and threats.Finally,the paper educes a solid foundation for making targeted policies on operations in Xi'an.Thirdly this paper targets on present situation of domestic air transportation industry and Xi'an markets,analyses the concrete circumstances,related markets investigation and data.Also,this paper finds out the critical facts influencing CE Airlines competitive power in Xi'an market through the deeper investigations on the problems existing in Xi'an market,constructing the index system of valuation on competitive power,and using the analytic hierarchy process to value the competitive power index in Xi'an market.In the process of improving the CE Airlines competitive power,this paper finds out that CE Airlines organization system is rigid in Xi'an market,the quality of decision-making is lower,the efficiency of management procedure is poorer,and also the management level,the sales channel and customer services are weak.Through the adjustments to organization system,selection of concrete the policies on developments,strengthening the inner management and marketing management,this paper provides the concrete measurements to improve CE Airlines competitive power in Xi'an market.
