Under the influence of fast-fashion, the refreshing rate and quantity of textiles are going through the roof. How to handle those waste textiles is an imperative task for us.Taking Fujian Province as an example, this paper analyzes the current of management problems such as the digestive channel is poor, waste mixed seriously, used clothes unaccounted for is not a small potential economic and health risks, rampant muggling textile garbage, non-governmental organizations affiliated difficult and burden heavy, "recycled clothing" is unpopular, that the causes of the problem mainly lies in the lack of relevant laws and regulations, the supervision function exists the phenomenon of overlapping and disjoint coexist, inefficient propaganda policy, incentive mechanism is not perfect.Therefore, based on the theory of good governance, the paper puts forward the basic principles of the construction of waste textile recycling system in our country, also the responsibility of the government, the profit organization, the nonprofit organization and the public. It aims to build a joint model of recycling of waste textiles with market lead, government guide, public attend as a rule. At the same time, to ensure the healthy operation of the system, puts forward a series of feasible measures, including improving the laws and regulations, establishing an effective incentive mechanism, strengthening supervision and management, increasing the investment of technology and services, stepping up publicity efforts and so on.
