With the development of knowledge economy and globalization trend,China's economic development has entered a crucial stage,the economic structure has been optimized and upgraded.The driving force of economic growth is changing from the traditional factor driven and investment driven to innovation driven.Talent as the core of innovation driven,the economic development has a huge constructive role,the essence of innovation driven talent driven.National innovation driven strategy not only for the regional economic development of the direction,but also have higher requirements to the quality of the regional human resources.Human resources,as the source of regional economic development,is the focus of the regional competition,which determines the competitiveness of regional human resources.Under such background,this paper studies the competitiveness of regional human resources under the innovation driven.Based on the research background of the innovation driven strategy,the research object of the paper is to study the regional human resources competitiveness,and the research on the evaluation and Countermeasures of regional human resources competitiveness.Second,the influence factors of regional human resources competitiveness are analyzed from the macro and micro aspects,and the macro and micro factors affecting the competitiveness of regional human resources are constructed.Third,based on the influence factors of regional human resources competitiveness,the evaluation index system and evaluation model of regional human resources competitiveness are established.And it researched on the human resource competitiveness of 30 provinces and cities in China by principal component analysis.Fourth,from the macro and micro two aspects to enhance the competitiveness of regional human resources related countermeasures.
