As urbanization has been continued to accelerate, the provinces and regions to carry out the reconstruction of the old city in deep degree. To transform specific street or city to become a larger project tasks. Urban redevelopment of the old city will have a huge impact on local residents and foreign residents of production and living, so the project progress has been required in a high level. As a large urban redevelopment projects, there are a lot of uncertain factors existed, including government interference behavioral, land acquisition, etc. In this case how to ensure the old city reconstruction project to complete on schedule becomes an important issue.The progress control of West Street Shangluo City transformation project has been considered as the study target in this paper. Shangluo Government city planed to reconstructed the old city in 2008 and invited Urban Planning and Design Institute, Xi'an commissioned to carry on the whole old town design. The choice of West Street Shangluo City redevelopment project schedule control research has the strong practical significance, while the various theories has been compromised. The smooth fusion conducts the specific instruction on urban redevelopment.Thought concerning this paper is based on collection and analysis of West Street Shangluo to find the reasonable solution and the related factors which impacted the project. The empirical analysis method and literature information method have been used on West Street Shangluo project. The paper proposes:First, to avoid human factors on project progress. It is should to do early and sufficient survey and research to ensure that the process control schedule meets all different kinds of requirements. The developer has to enhance communication with government, and do the frequent reports. Second, the compensation should be diversification. The main compensation is monetary compensation, and the reallocation in nearby area compensation can be considered as supplementary. Illegal structures should be conducted with peaceful consultations mainly and administrative means supplemented. Third, on investment change affects, the paper researches mainly based on the building material price changes. Due to the price rise causes the project to be delayed after delays led to prices rising further.
