At present, the Shenzhen Metro has entered the primary stage of network operations from the single line operators, but its vehicle bases are still in use of single line management mode. This model has some problems such as indeterminate subject of responsibility, overmuch interfaces, and weak site management and so on.In this paper, based on the principle and method of rail traffic management, the management mode of Shenzhen Metro vehicle bases and the vehicle application and maintenance program are optimized. Mainly as follows:1. Analysis of the development status of metro network operation both domestic and foreign. This paper sorts out the development history of main cities' Metros(New York, Tokyo, Hong Kong, London, Paris, Beijing, Shanghai, Guangzhou and Shenzhen) from a single line to the networks and their operational characteristics.Although Shenzhen Metro started late, it has been in the early stage of network operations due to the expanding scale of the network and continuously increasing passenger traffic in recent years. Some of its production and management mode based on single line operation is no longer fit for rapid expansion of urban subway lines. Shenzhen Metro must change its management mode, reasonably equip with network resources of vehicles and personnel based on the change of passenger flow so as to improve transport efficiency and safety.2. Management optimization of Shenzhen Metro vehicle bases. Current pattern of “division & collaboration of labor” does not meet the needs of networking operation. It has many issues such as disunity of management mode within the line network, multiple management, increased coordination span and being difficult to establish emergency response and recovery system, etc. By comparative analysis,the author introduces centralized and unified management mode and builds its organizational structure and management processes. Shenzhen Metro should set up dispatching control room under the vehicle center to concentrated manage all vehicle bases and share the resources. Based on this mode, the regional management of vehicle depots, the inbound and outbound trains management processes and staffing plan are optimized, which result in greatly reduced management interfaces within vehicle bases. It can achieve 24-hour on-site management. Comparing interim period, 64 personnel are cut down from control room post setting after the opening of phase III.3. Utilization and maintenance optimization of Shenzhen Metro vehicles.According to the lines capacity and upgrading scheme of Shenzhen Metro,combined with the train inspection and production organization mode, it analyses the utilization of trains and proposes vehicle utilization and maintenance optimization program which is to:(1) adjust the highest train speed limit to 65km/h;(2) extend the dwelling time at stations of large passenger flow;(3) increase standby engines at main tracks;(4) redeploy five trains of Line 2 to Line 5. By demand measurement and capacity majorization of Shenzhen Metro vehicle bases under the condition of network operation, the optimized program will be able to:(1) increase train utilization. The utilization rate can reach 80.68% after the implementation of the program while before it is 73.86%, increased by 6.82%;(2) improve emergency response abilities. After the implementation of the program, one standby vehicle is added to each of Line No.1, 2, 3, and 5 so as to respond to emergencies more effectively;(3) reduce energy consumption. Due to increase in total number of operating trains, the lines total traction energy consumption fell by 12%~14%;(4)resolve the vehicle shortages of Line No.5;(5) avoid disrepair or excessive repair of trains through reasonable arrangement of trains. Lesser trains that close to overhaul mileage are put on the lines.
