Analysis Of Water Use Efficiency And Its Influencing Factors In Water-deficient Provinces

Currently there is about 2800 billion cubic meters fresh water in China which wil l be delivered to every corner by water pipeline,divided by 1.37 billion population in mainland China,volume per person is only 2048 cubic meter which is only 2/9 of wor ld's average..In future for China,the demand of fresh water will continuously grow t o 680 billion cubic meters till 2022,but it won't stop there,China will have extreme s hortage in fresh water.Because more and more drought situation occurred in China,w e understand how weak we are in from of drought,the fresh water crisis made us to i mprove efficiency of using water,this is the significance of this study.Before analyzing,this article introduced the research and progress in water management around world which is a solid foundation of this study.It analyzed drought situation between 32 provinces in China by using fresh water storage,annual precipitation,water consumption rate,the follow eleven provinces are in the worst drought situation: Ningxia,Gansu,Inner Mongolia,Qinghai,Shanxi,Jilin,Shanxi,Hei Longjiang,Tianjin,Hebei,Xinjiang,which are main research objects of this study.With GDP and wastewater discharge as expect output and non-expect output,fix asset investment amount,employment population and annual water supply as input indicator,we use DEA method to analyze the water usage efficiency of these 11 provinces,conclude that most are decreasing after 2010,and decide to compare the result between 2010 and 2013.Then some water efficiency related indicators will be filtered by Tobit model to narrow key indicators.Finally we come to conclusion that the efficiency of water usage can improve China sustainable development,in order to achieve this we need to focus on technology innovation,also government need put more efforts in environment protection,formulate policy to reduce waste generation,improve efficiency of water recycle and industry structural.
