As the strategic conception of "The Belt and Road" put forward, the risk management has become the key factors to successful overseas engineering project, because of the more and more large scale, the complex technological process, the increasingly changeable social and economic environment, the markedly increased risks and their complex relationship with each other. This thesis is to study the risk management and control for Wharf Engineering of Ramu Nickel project in Papua New Guinea, as the specific study object. First of all, identify the risk combining with the project characteristics. Secondly, study and analyze the existent risk by Fuzzy Analytic Hierarchy Process. Finally, put forward the risk control measurement according to the result of risk analysis.This paper uses the case analysis method, literature research method, observation method, qualitative analysis combined with quantitative analysis method and fuzzy analytic hierarchy process method and comprehensive weighted average evaluation method, the Papua New Guinea Ramu nickel and cobalt wharf project risk management and control as the concrete research object. Firstly, combined with the characteristics of the project itself to identify risks; then, through the fuzzy analytic hierarchy process (AHP) to research and analyze the existing risk. Finally, according to the results of the risk analysis of the proposed risk control measures. In this study, the characteristics of the project and country environment analysis as the basis, establish the system of risk identification and evaluation system, to find the risk factors affecting the project implementation, in order to improve the accuracy and scientific risk assessment; based on risk identification, risk assessment and risk control, put forward relevant measures of risk, to learn from and guidance for the risk management and control of foreign enterprise project; through to the Papua New Guinea Ramu nickel project wharf project risk management case analysis, combined with Papua New Guinea Ramu nickel project in wharf engineering characteristics, using fuzzy analytic hierarchy process to complete the process, so as to overseas project provides a scientific risk management and risk control the qualitative and quantitative basis, can make up for the current lack of offshore engineering project risk management And to help foreign enterprises to carry on the more comprehensive understanding to the risk, while providing corresponding overseas engineering project risk management experience, help foreign enterprises to reduce the risk of overseas engineering project, obtain good economic benefits.
