Evaluation Of Rural New Community Planning Schemes In Chengdu Based On Value Engineering

The optimization of rural living environment has been attached great importance with the development of new rural construction in recent years.As an important carrier of rural living environment,the project of new rural community is the main component of the new rural construction and balances urban and rural development.The effective implement of new rural community project includes many factors.One of the most important factors is the choice of planning scheme.The reasonable degree of planning scheme plays an important role in the comprehensive development of the community.As an important central city in the west of China,Chengdu,a typical planning and construction of new rural community,is a national balance urban and rural comprehensive reform area.As a modern management technology,value engineering is a technical and economic evaluation method of combining function and cost.In this paper,the project of new rural community in Chengdu is evaluated based on the value engineering theory to meet the functional needs of residents with lower cost and provide reference for the planning and design of new rural community.The specific work of this paper is as follows:(1)The feasibility of value engineering introduced into new rural community project is demonstrated by analyzing the definition,connotation,workflow and method of value engineering.In addition,the assessment procedures of value engineering method are concluded.(2)The proceeding of new rural construction is hold according to environmental characteristics of Chengdu.Meanwhile,the main content and value orientation of planning scheme are determined to provide realistic foundation for the assessment of scheme based on the classification of development pattern and population scale.(3)The analytic hierarchy process and fuzzy comprehensive evaluation method are utilized to establish function evaluation index on the basis of function and cost analysis.In addition,the functional cost is determined to evaluate cost.Furthermore,the comprehensive evaluation model is developed combining with the principles of value engineering.(4)The comprehensive evaluation model of value engineering is used to analyze and evaluate two schemes based on the specific cases of Chengdu.Meanwhile,the accuracy of model is validated to provide the guidance for the planners and the planning department managers selecting the rural community scheme.
