Research On Cost Control And Management Of Network Engineering Projects Of Broadcasting And Television Operators

Nowadays,Broadcast Television Operators manage independently in our country.The cost of construction of the network engineering project rises year by year and cuts the profit of enterprise.Meanwhile,no matter at home and abroad,the network engineering projects of Broadcast Television Operators have not an explicit cost management mechanism and cost control methods.In order to solve insufficient and increase profit of Broadcast Television,the cost management and cost control must be researched to find out the standard of cost management mechanism and cost control methods and to promote the core market competition for Broadcast Television Operators.Firstly,the paper has carried out the research of cost management and cost control.Based on the amount of references,the development and concept of project cost management and the procedure and measure of project cost management in common use at present were researched.Based on the books of project management,the concepts and methods of project cost control were researched,include The Cost Accumulative Curve Technique,Earned Value and Value Engineering,in addition the methods of cost control to analysis were compared with.Finally,the cost management and cost control were combined.From the cost management mechanism of the network engineer project of Broadcast Television Operator,cost structure was analyzed,cost management system was designed,and cost management flow was designed.The cost management mechanism which was designed achieves improvements to existing cost management structures,reengineering the project's construction process,and improving the efficiency of cost management.From the cost control methods of the network engineer project of Broadcast Television Operator,cost control flow was designed;earned value of critical path based on resource constraint was designed.The cost control methods which were designed reduce the resources in project conflict,avoid the increase in costs,and achieve performance improvement of the network engineer project of Broadcast Television Operator.Finally,the result for case of Tianjin Broadcast Television Network Company was applied.The result of application has provided an effective outcome.It can help project manager to duly communicate and discovery the problems in new management organization and mechanism,furthermore,the problem was resolve by the new methods of cost control to ensure that project can move on according to established goals.
