With the rapid development of social economy and the increase of urban population,the number of private cars is increasing rapidly.Urban transport problems especially for larger cities are becoming more and more serious.The problem of road congestion,traffic congestion has seriously interfered with the normal travel of people.When an emergency occurs in a city,it is usually necessary to carry out timely emergency supplies from various places to the affected areas.In order to ensure sufficient supplies delivered timely to disaster area and victims evacuated effectively,the emergency response departments often conduct temporary traffic control.Traffic control for urban road network during emergency rescue is conducive to the rapid rescue of the affected areas.However,excessive traffic control will lead to negative impact on normal social traffic order.In order to ensure the effective transport of materials,while minimizing the cost of residents due to the control of travel costs,the rational optimization of the control scheme becomes particularly important.For that reason,this paper presents optimization model of post-disaster urban network traffic control scheme.The purpose of the optimization model is developed to deliver emergency supplies to affected areas in time and minimize the disturbance caused by control simultaneously.The main work of this paper are as follows:(1)constructing a mathematical model of temporary traffic control scheme.The objective function of the model is used to minimize the disturbing degree,and the degree of disturbance is compared with the mean value of the road traffic resistance through the sections before and after the regulation.The target constraint function is the length of the control,considering the need to implement the control in advance,the control time is the time when the vehicle passes through the emergency channel time and the vehicle passes through the emergency channel.(2)heuristic selection of road sections and BPR function based on gravity model.Through the introduction of the edge betweenness and the importance index of the section,the relatively important section of the road to adopt relatively loose control type.The gravity model is used to adjust the traffic flow of the control network.(3)constructing a temporary traffic control scheme solving algorithm.The solving scheme is an iterative process,considering the complexity of network structure,to control a large number of sections,sections of various types of control characteristics,this paper constructs the algorithm of the temporary traffic control scheme based on improved genetic algorithm,and gives the optimal control scheme of the corresponding temporary traffic bypass scheme.This paper through the Sioux-Fall network and Flintbury network experimental examples examples to validate the model and algorithm,it can be seen from the results,the model can be a temporary traffic control optimization scheme quickly given the emergency situation,you can reduce the negative impact of the regulatory scheme to meet the needs of the rescue.Taking into account the practical significance of temporary traffic control during emergency rescue,this paper designs and realizes the temporary traffic control optimization system based on the NetLogo platform.
