Cultural industry, as a special cultural and economic type, has become an important symbol of measuring the comprehensive competitiveness of a country or a region. Therefore, many countries and regions take it as their strategic industry or pillar industry, and adopt appropriate policies and measures to promote and support its development.Through the collection and reorganization of literature, combing the basic theories of industrial agglomeration and technological achievements, the research development and applications of the theory of scale, the author clears scale and scaling content, and the relevant research results are summarized and reviewed systematically, including industrial agglomeration research status and problems. According to the present research results, this study is based on the following perspectives:First, taking the emerging industry-cultural industry for an example, to expand the field of industrial research. Second is to deepen the study of different spatial scales of the same region from different levels. It is calculated and analyzed by mesh scale, and its minimum mesh size is determined as 100m×100m. Third, taking enterprise data point as the data source study, Arcgis technology is applied in the study of the microscopic scale. Fourth, the author applies Xi’an cultural industry agglomeration scaling study to explore the characteristic scale of Xi’an cultural industry cluster studies. On the basis of summarizing Spatial distribution characteristics and agglomeration rules of Xi’an cultural industry from different scales, the author seeks the similarities and differences of industrial agglomeration from different scales, to build spatial association model and analyze the scaling conditions. The study is to realize the correlation and anisotropy between the scale, and division of Xi’an cultural industry agglomeration scale from different domains, the characteristic scale selection and so on. The main conclusions are as follows.(1) The study of Xi’an cultural industry cluster scaling. First, establish a minimum size of Xi’an cultural industry cluster density map. According to statistics analysis, the research on the pushing scale is identified as minimum mesh size 100m×100m, namely the minimum particle size of 100m. From the Xi’an cultural industry cluster density map of the minimum size, statistics show that the number of enterprises in Xi’an cultural industry is reducing, but it has little influence on the study of scale conversion about Xi’an cultural industry agglomeration. This result can be proved in Xi’an cultural gathering of scaling, the error, namely the statistical error, caused by the cultural industry cluster density measurements, will not spread.(2) In the process of studying Xi’an cultural industry agglomeration scale conversion, we should select the push model scale guaranteeing the identity of Xi’an cultural industry cluster data. If increasing the scale, many relevant coefficient characteristics will vary. Especially in spatial variability and spatial heterogeneity, both have an inverse relationship with the scale. The cluster density of cultural industry has different characteristics on different scales. In the scale of R=4, the correlation between each scale Xi’an cultural industry cluster density map is markedly enhanced. When the scale is R= 30, Xi’an cultural industry cluster exhibits the characteristics of regional conjugation.(3) Through the scaling-up calculation results, while selecting Xi’an cultural industry cluster density characteristic scale, qualitative and quantitative methods will be combined. Spatial heterogeneity is the most common and critical factor affecting the scale conversion process. According to the semi-variogram analysis result, based on the intensity level of spatial correlation of Xi’an cultural industry agglomeration (based on partial sill/sill ratio),31 observation scales will be divided into five domains of scale, namely R=0-R=3, R=4-R=10, R=11-R=20, R=21-R=24, R=25-R=30. While screening the scales, we need relevant parameters to control, in which case we can consider using the scale domain. Through the process of analysis, calculation and visual inspection, we can select five effective characteristic scales, namely R=0, R=3, R=15, R=21 and R=30.(4) On the scale connotation of characteristic scale, it shows an apparent contradiction between people and land. Studies shows that:1) the pattern and formation process of cultural industry have a great influence on the degree of aggregation. For example, when the scale is very small, local human style and features are the dominant influencing factors. Through the investigation, we can see that the spatial distribution of Xi’an important commercial centers and economic circles has a strong scale correlation with the high-value areas of Xi’an cultural industry cluster distribution. This phenomenon is caused by the interplay of local consumption level and the profitable attitude of the developers. The higher the living standard is, the better they can meet their business demands.2) Xi’an is a city where many China’s colleges and universities assemble. The distribution numbers and patterns of Xi’an universities and the scattering positions of relevant institutes have a great influence on the distribution density of the cultural industry. The areas where regular institutions of higher education concentrate have higher cultural industry cluster density, which is the distribution characteristic of cultural industry cluster under the planned economy.3) It is the locational factor at a great level that has a holistic influence on the overall distribution state. The common case is the distribution of traffic lines.
