Silla is one of the countries during the Three Kingdoms period of the Korean Peninsula. It is called Sorabol,also known as Saro.The ruling area of Shilla firstly included the southeast of the Korean Peninsula then expanding to the entire area to the south of the Taedong River. Shilla's unique national background produced a lot of policy systems with Shilla regional characteristics at the state formation stage.There is the Kolp's um system representing the status hierarchy among them that after the founding of the Shilla nation, the feudal monarchy has continued to be strengthened while the aristocratic forces have continued to be weakening to form a strict social hierarchy. Shilla's ruling class is composed by the feudal nobles, bureaucrats and landlords which represented by the king and the Kolp's um system is implemented among the nobles which maximum official position is based on the Kolp's um system. This paper firstly discusses the origin of Kolp's um system, and summarizes the regulation of the domestic basic necessities of life of all sectors under the Kolp's um system. Shilla is based on the clan class of the tribal alliance period as its origin and generates the Hwapaek rooted in the ancient Korean democracy that the White Conference means to discuss affairs of government by entire body of ministers and one vote can deny a decision. Secondly, this paper focuses on the international and domestic environmental factors of the White Conference formation and decline as well as the officers who had participated in the White Conference. At last, the paper discusses the Hwarang system which Shilla uses to train young people to enter the career and focuses on the authenticity of Hwarang Century describing the Hwarang system, raises questions about the inappropriate calling on the Hwarang Do at home and discusses our own opinion. This paper will also make a comprehensive discussion on the interaction and catalysis between the Kolp's um system and the Hwapaek and the transition relation between the Kolp's um system and Hwarang system. The reason is that these three systems are unique to the state of Shilla and they interact with each other with many internal factors.At present, the research on Shilla and the Hwapaek, the Kolp's um system and Hwarang system is few. This paper tries to discuss on the formation and abolition of the three systems and the disputes existing in the three systems and put forward our own views. Besides, due to the less historical data on this problem and a scattered record, a very rigorous study on the relevant records in the sources of Book of Sui, New History of the Tang Dynasty, History of the Three Kingdoms, Old Incidents of the Three Kingdoms to complete the historical data collection and consolidation. In the achievements of the predecessors, the domestic present research results on Kolp's um system, and Hwapaek and Hwarang system are very few, so the South Korean and Japanese academic research results must be firstly reviewed, and a further discussion on this basis must be done. This paper uses the literature research method to obtain a comprehensive understanding of the Kolp's um system, Hwapaek and Hwarang system by collation and analysis of historical data and the author's own demonstration and analysis. The paper makes a chart of the contents that are more difficult to understand to achieve a clear understanding.
