Gakugeiin is a Japanese term, which refers to the specialists responsible for data collection and filing, artwork preservation and exhibition in museums and art museums. In the academic fields of Japan, the concepts like Gakugeiin, curator and independent curator had been talked about for long, thus their roles and influences became widely accepted by the public. The paper mainly focuses on the "Gakugeiins system",which came into being in 1950s.It is not a closed system, but a system regulates its members in multiple aspects. The research on the system goes deep into its "historical dimension","legal foundation","institutional organization","tertiary education" and "transformation to curator",and explains the process of Gakugeiins' being regulated by the institutional history,Law on Museum, relevant laws and regulations, organization and management of the art museum, professional education and exhibition system.Meanwhile, the system is also being modified and changed with the Gakugeiins' and researchers' self-consciousness and self-reflection.A cultivation and regulating system for professionals not only influences Gakugeiins, but also ensures the fulfillment of an institutional function. The paper starts from the research on system.Based on policies, laws and relevant literature,it makes use of semantics, system studies, institutional management, analysis and comparison,to observe and explore the formation, development, characteristics and problems of the Japanese system, and to provide references for cultivation of professionals, regulation of Chinese "curator" system, discovery of general laws in the system establishment.
