China's Non-profit Organizations Participate In Public Crisis Management Research

At present our country has been in a period of more and more public crises. It is an enormous challenge for both the country and people to face with them. However,the government which should take the mission and the responsibility of public crises' management in the face of sudden crises cannot make it all the time. There is a phenomenon called "government failure" during these process which means it is unsustainable to rely on the government only to deal with the public crisis. In the field of the public crisis' management,the phenomenon "market failure" and "government failure" both exist at the same time. And the new governance theory provides the theoretical basis for the diversity of the components participating in the management. Considering the transformation of the social governance and the government functions happened recently,it is an inevitable trend that the non-profit organization takes part in public crisis management to improve the efficiency of emergency management.As a "third sector" independent from the government and the market,the non-profit organization has unique advantages that the government and other organizations do not have. The good qualities of non-profit organization show up when they attach themselves to the public crisis' management,such as the timely,the flexible and the professional with no money pursuing,make them indispensable in the public management. They are able to integrate social resources,give the crisis warning and do the propaganda,pay attention to vulnerable groups and promote the social's stability during this process.They can make up the fail by providing public goods and services when the government cannot make it in some fields. However, there are many reasons just like the insufficient development at first and disorders after that restrict the non-profit organization to make full use of their ability in public crisis management,not to mention that they are highly susceptible to the social environment,government policies,citizen consciousness and the shortage of the capital and talents. Therefore,it is very important and practical to seek the more efficient way for non-profit organization to participate in the public crisis management. Based on the summarized research for non-profit organization to participate in public crisis management which the domestic and foreign scholars have made by now,there are many research methods like literature analysis,investigation,interview and system analysis used in this paper to figure out the problems and reasons from the perspective of government,non-profit organization and social which existed in the process of non-profit organization's participation in public crisis management considering the present status of their movements. It is trying to build a differentiation work theory model about non-profit organization while dominated by the government in this paper and to find out a way for non-profit organization to play their roles properly in our country,in order to measure the optimal allocation for social resources,maximize the public interests,and come to a state called "good governance".
