Study On Participation Of Non-government Organizations In China's Government Crisis Management

In today's world, a variety of crises will happen at any time in a unexpected way and the crisis event has become the world's outstanding problems commonly faced. The crisis has had a major impact on society and mankind as a whole, not only causing a great loss on people's lives and property, but also making a tremendous damage on the Countries' economics even on the world's economic development and social stability. Government as a public affairs manager, public goods and public service providers in the crisis management, the government played a central role.However, the limitations of the government in possession of resources, personnel structure, organizational system aspect lead the government not effective and therefore in crisis management, relying solely on the strength of the Government's is not enough and it also need to give full play to non-government organizations,to develop the total resources of the society. Only when the government and non-government organizations carry out full co-operation, can successfully meet the challenges of crisis. This paper attempts to put forward the feasible ideas of the Non-government and the organizations to jointly cope with crisis from the perspective of the main body of the pluralistic participation.On the one hand, by studying the environment and the current situation of the China's non-government organizations in China's government crisis management, allows us to understand its constraints of the development systems and put forward a number of suggestions to improve the management systems of the non-government organizations, making the non-government organizations get a protection of the system in crisis management.On the other hand, from the view of strengthening their capacity, by increasing the non-government organizations' professional quality to participate the crisis management and strengthening the construction of the internal crisis management system of the non-government organizations, to comprehensively improve the level of participation in crisis management.
