Research On The Cooperation Between Government And Non-profit Organization In Public Crisis Management

In the present age,the social contradiction is prominent,the public crisis event emerges one after another incessantly,the government as the principal part of public crisis management under tremendous pressure.As a typical important force in the civil society of our country,the non-profit organization has emphasized that it has a unique advantage which is different from the government in the past.It can effectively make up the shortcomings of the government in public crisis management.Therefore,the government should actively encourage non-Profit organizations participate in public crisis management and form friendly and efficient cooperative relations with non-profit organizations.But in terms of the present development of non-profit organization,due to the traditional ideology and culture,the registration management system,internal management problems such as restriction,non-profit organization has not fully play their role in crisis management.Therefore,government and non-profit organization in the process of cooperation,the government should change their functions,reform the management of non-profit organizations,giving non-profit organizations full freedom to ensure that the two division on the basis of a clear,to help non-profit organizations to obtain a wide range of mass base and social credibility,in order to better cooperate with the government to prepare for the public crisis.Based on the present situation of cooperation between government and non-profit organization in public crisis management,this paper makes a general analysis of the situation of the three non-profit organizations involved in the earthquake relief case in Wenchuan earthquake,and elaborates the public crisis management Government and non-profit organizations in the process of cooperation in the existence of various problems;This paper further analyzes the main factors that restrict the cooperation between government and non-profit organizations in public crisis management,starting from the three aspects of government level,non-profit organization level and social level respectively.Combined with the specific circumstances of the public crisis management in China,based on the analysis of reasons for problems,respectively,from the government level,the non-profit organization level and social level three aspects and puts forward some countermeasures for perfecting the government public crisis management cooperation and non-profit organizations.
