Research On Intelligence-led Policing Model In Tianshui Public Security Organs

Intelligence-Led Policing is a worldwide change in policing at the beginning of the 21 st century.The policing operation management and social security governance concepts and methods embodied in it also have an impact on the reform of policing operation mode in China.At present,China has become the highland of the development of new information technology.The rapid development of a series of new information technology,such as 5G network technology,big data technology and artificial intelligence,provides a comparative advantage for the localization of intelligence-led police service in China.The effective combination of the advanced concept of intelligence-led policing,advanced network data technology and relevant public management theory will create infinite possibilities for the reform of policing operation mode in China.This paper puts forward and introduces an information system analysis model to analyze and study the development of police service mode,compares with the connotation of intelligence-led police service,and summarizes the characteristics of intelligence-led police service mode under the information system analysis model.Based on the information system analysis model and the characteristics of intelligence-led policing model,this paper analyses the current situation of social environmental perception,information analysis and processing,and social environmental impact of Tianshui public security organs,and diagnoses the low level of information resources management,inefficient information flow and organizational structure in the development of intelligence-led policing of Tianshui public security organs.Functions are not suited to three main problems.Focusing on the exertion of information efficiency of police intelligence under the concept of "active prevention" of intelligence-led policing,this paper constructs the intelligence-led policing mode of Tianshui public security organs from five aspects: value concept system,organizational structure system,information platform system,information flowsystem and police Institutional system,and combines with the reform of the Ministry of Public Security to strengthen the police.The strategy and the big data strategy of public security,as well as the police reform plan of Gansu public security organ "the substantial operation of synthetic operations",put forward the implementation strategy of intelligence-led police mode.
