The Study Of The Predicament Of The Rural System And Its Governance

System is a series of codes to regulate and standardize the people's behavior,and any kind of institution is a system.The components of system are: system concept,system center,system endings and system objects.System endings refers to the end part of the institutional system,and is a link between the system subject and system object,the effectiveness of the institutional system depends largely on the structure and level of integrity of the system endings.The function and value of system endings includes: connection of institutional system,affecting system efficiency,promoting system reform,shaping the institutional culture,so system endings plays an important role in implementing the effectiveness of institutional system.But in reality,there are all kinds of dilemmas of system endings in the institutional system in rural areas.The villagers' autonomy system is the main rules of system of rural political system,the major forms of system endings dilemma are the dilemma of legal system,electoral system and organization system.The biggest problems in rural economic system are land transfer system and system of public goods supply.Meanwhile,the dilemma of the rural system ending of social security and education systems are also obvious.The causes of these rural system ending dilemmas are different.In the related academic research,the scholars generally use the economic theory,system theory and historical theory as an analytical paradigm?If anyone of system concept,system center,system endings and system objects has a problem,the dilemma of system endings will appear,in other words,the dilemma of system endings is not necessarily derived from the system endings itself,it may be the incompletion and imperfection which resulted in the structural and system-seated problems.Because of conduction principle,amplification principle and involution principle in system endings,any institutional system problems can cause the dilemma of system endings,which often accompany with amplification effect and involution effect.So we can establish a brief explanation model about the dilemma of system endings by using the elements of the system.The governing principles of the dilemma of system endings should keep government as the leading role and community as the main body,so as to gradually establish a diversified rural governance system.The major strategy of governance of system endings should focus on improvement of system idea,system center and system endings,and strive to achieve a complete and balanced system.Only in this way can we achieve effective governance of system endings and the long-term stability of rural areas.
