The rich village cadres’ irreversible rapid trend is gradually widespread concerned in society as a whole.As a new model of governance, the rural governance by the rich has infiltrated into village governance, which having promoted rural economic development and a profound impact on the transformation of rural governance structure. Its positive effects display the mode’s feasibility and operability. Based on the research of village S in South Henan and West Anhui province area, the phenomenon of local rich in political power and performance has been discussed. By comparative analysis of the rich rule between post-taxation and taxes period and the rich status and trends in power. Prediction is that the local politics of the rich rule will dominate rural governance for a long time, and the pluralism of dominant elite patterns of popular participation, meanwhile the rich governance of departing farming without leaving native land situation will also exist long.The rich take business concept to develop the village economy, making for rural economic development and providing rural governance a new reference model. However, its drawbacks are gradually exposed, such as the decline of rural publicity, recession of public authority, class curing and alienation, power out of control and so on, impeding rural governance and development seriously.In view of this, introspecting China’s rural society policy and the future of rural governance direction on the level of rural governance has its necessity. Considering the uncertainty and contingency of rich governance’s performance, rule of man should be excluded. By standardizing the rich to enter the governance system of village electoral mechanism, expanding channels to absorb the wisdom of the rural rich, and strengthening rural grassroots organizations, as well as enhancing the level of farmers’ organizations to promote rural governance to good governance, which will keep rural policy having more stability, continuity and impartiality.
