Research On The Socialist Deliberative Democracy With Chinese Characteristics In The New Era

The socialist consultative democracy with Chinese characteristics is a form of democracy rich in Chinese characteristics,a flower of democracy in China,and an important part of the development of socialist democracy in China.The 19 th National Congress of the CPC proposed to advance the construction of seven kinds of consultative democracy as a whole and to form a complete system of consultative democracy.And this points out the direction of promoting the construction of socialist consultative democracy in the new era.Strengthening the construction of consultative democracy with Chinese characteristics in the new era will help push the forms of consultative democracy such as political party consultation,People's Congress consultation,government consultation and CPPCC consultation to a new height from a new starting point,facilitating the integration of the seven forms of deliberative democracy and the formation of practice linkage,promoting the formation of a high degree of people's consultative consciousness,and facilitating the modernization of the country's governance system and governance capacity.It is beneficial to strengthen the construction of the party's governing ability and realize the people's being the masters of the country.Currently,socialist consultative democracy is constantly advancing in its exploration.It is widely used in democratic practice at all levels of society and affects all areas of economic and social development,and with significant advantages to stimulate China's consultative democracy to continue to form new advantages,showing exciting bright prospects.But realistically,in the process of promoting the construction of consultative democracy with Chinese characteristics,there are still some urgent problems to be solved such as how to form an efficient system linkage under the new era conditions of the seven major consultative democracies,how to form the normal operation mechanism,how to lead the socialist consultative democracy to take root in people's hearts and internalize the consultative spirit.The inquiry and exploration of these problems has become a common realistic subject for the academic and practical circles in the new era.This paper focuses on the endogenous characteristics of consultative democracy of socialism with Chinese characteristics from the aspects of its connotation,value,form of approach,theoretical basis,development path,current situation,cracking path,etc.,this paper makes a systematic study on the consultative democracy of socialism with Chinese characteristics in the new era.The thesis consists of the following six chapters.The first chapter is the introduction.Why "The new era of socialist consultative democracy with Chinese characteristics" as a doctoral thesis topic,the study of this topic has what kind of practical significance;This paper briefly introduces the research status of consultative democracy with Chinese characteristics,the research framework,research method and the innovation of the paper.The second chapter is the relevant summary of socialist deliberative democracy.Firstly,it defines the meaning of democracy,consultative democracy and socialist consultative democracy.Secondly,it defines the characteristics of consultative democracy and socialist consultative democracy with Chinese characteristics.Thirdly,it generalizes the value and function of the consultative democracy of socialism with Chinese characteristics;Fourthly,it defines the basic connotation and framework of the consultative democracy of socialism with Chinese characteristics;Fifthly,it clarifies the constituent elements of consultative democracy of socialism with Chinese characteristics;Sixthly,it points out the ways and forms to realize the consultative democracy of socialism with Chinese characteristics,and seventh,it generalizes the operating channels of the consultative democracy of socialism with Chinese characteristics.The third chapter is the theoretical and practical basis of the consultative democracy of socialism with Chinese characteristics.This chapter discusses the theoretical basis of consultative democracy with Chinese characteristics from the two dimensions of cultural origin and theoretical basis,this paper discusses the realistic foundation of consultative democracy with development and the stage of comprehensive development,in addition,the contributions made by party leaders in each historical period to the promotion of consultative democracy were also discussed simultaneously,for example,Mao Zedong,Deng Xiaoping,Jiang Zemin,Hu Jintao and Xi Jinping promoted the theory and practice of China's socialist consultative democracy.The fifth chapter is the realistic situation of consultative democracy with Chinese characteristics in the new era.This chapter gives a basic overview of the historical achievements of China's socialist consultative democracy,and analyzes the practical challenges that China's socialist consultative democracy faces in the new era,these challenges mainly include: the overall quality of the theoretical research on socialist way.Thirdly,we should improve the consultative quality and ability of the consultative subject to realize high-efficiency consultation.Fourthly,we should build a culture of consultative democracy and a culture of consultation.Fifthly,we should improve the system and mechanism of socialist consultative democracy and move towards consultation under the rule of law.
