Crisis Management Optimization Based On Risk Social Perspective

Our society is in a period of rapid development. The country is surging into the high-risk society as the result of the interest differentiation, the economic structure disorder and social disorder. There is a spate of public crisis with rick factors everywhere. In the process of dealing with public crisis, our government has actually accumulated considerable experience and has successfully formed the "one plan with three systems" emergency management pattern. However, the traditional mode of emergency management is weak in facing the increasing tough public crisis. In the new situation, we must open our eyes and change our attitude to optimize the traditional mode of crisis management from the perspective of risk society. In high-risk social situation, risk management is playing a more important role in the whole process of crisis management. With its growing effects, the establishment of crisis management under the risk management perspective is the primary task of the current social security protection.The paper is begun with the research present in and out the country about risk society, risk management and crisis management. Later, the logical relation between risk society and the optimization of crisis management plus the risk factors are analyzed. Then, based on the study of the role of risk management in crisis management, the author reveals the inadequacies of present public crisis management. Finally, the author made suggestions on crisis management optimization from the perspective of social risk, including building a new crisis management framework and optimizing the process of crisis management.
