Research On Public Safety Management Of Urban Crowd Gathering Activities During Major Festivals

Our country is in the critical period of social transition,the process of urbanization is accelerating,and the material conditions are gradually enriched.Major during the Festival City crowd gathered the flow of people is increasing,large urban crowd gathered activities gradually expanded the scale,prompting people gathering public security management issues have become urgent public security management issues.During major festivals,large crowd gathered activities have become a norm.Neglect prevention,easily caused the crowd congestion,or even a stampede.During major festivals,to the urban population aggregation activities of public security management to conduct a comprehensive assessment and management,can effectively eliminate the emergencies and to maintain social stability,has a positive effect on the construction of harmonious order in the city.The Shanghai Bund stampede as the research object,during major festivals urban crowd gathered activities of public security management research,and to the urban population aggregation activities of public security theory as the foundation,on China’s urban population aggregation status of public security management activities were analyzed.On the basis of this,this paper discusses the problems and reasons of the public safety management of urban crowd gathering activities during the festival period.Closely combined with the development characteristics of public safety management,taking the trample accident in the Bund,Shanghai as an example,the public safety management status of urban crowd gathering activities was investigated.Through the empirical analysis of Shanghai Waitan stampede has exposed China’s festival during the urban population aggregation defect of public security management,the author thinks that the ex ante evaluation,emergency management,division of labor,build system,scene judged and all the existence of hidden dangers and problems,need to optimize positive.This paper from enhancing the festival during the urban population gathered public security management philosophy,strengthening Festival during the urban population aggregation active main body of public security management,regulating Festival during the urban population aggregation activities of public security management mechanisms,during the festival city group gathering public safety precautions,such as on exposure to the Shanghai Bund stampede City public security management defects were positive remodeling.This article is for the purpose of through the study of theory and practice,during major festivals urban crowd gathered activities of public security management risk prevention to provide practical reference,to ensure the comprehensive protection of urban public security and people’s life and property,ensure the good operation of social order.
