In recent years,with the speedy development of internet,the internet has become the distribution center of thoughts,culture and information and in the meantime it is also the channel and platform for people to get to know the world,to deliver social concern and to lodge public appeal for the common interest etc.However due to the characteristics of the virtual,easy access and hidden nature,normally through the internet a minor incident could easily catch the public attention,therefore internet is becoming a vane which would reflect the public consensus.It is especially the case for prisons as well as various levels judicial organizations which have been always the hot spots to attract public opinions.however when some of the issues from the above prison crisis were sensationalized and expanded by the internet it did put the prison authority into a passive position which exerted negative impact on the creditability of the legal enforcement organizations and the image of prison police force.Referring to relevant domestic and foreign researches,this paper will explore the cause reason and development tendency of prison-involved online public opinion of Prison Department.Problems and shortcomings in recent management of online public opinion will be revealed through an analysis of the improper practices in recent related cases.This thesis will approach the theory of crisis management with an eye on the characteristics of prison work.After well consideration the current application status and applicability of 4R model,a complete and scientific prison-affected online public opinion crisis management system will be established,highlighting the four period of crisis management,this is crisis reduction,crisis readiness,crisis response and crisis recovery.
